chief Medicare actuary, testified before members of the House Ways and Means Committee in March, telling them that he had informed the Bush administration in June 2003 that the Medicare prescription drug benefit would cost about $100 billion more than it had publicly estimated. The White House failed to tell Congress of Foster's concern until after Bush signed the bill in December. In addition, Foster said his boss, Thomas Scully, the administrator of Medicare, threatened to fire him if he revealed his concerns to Congress.
