retired rear admiral and former national security adviser, resigned as head of the Pentagon's Defense Advanced Research Projects Agency (DARPA) after July's embarrassing disclosure that the group had organized a terrorism futures market, called the Policy Analysis Market, which would have enabled investors to bet on the likelihood of future terrorist attacks, assassinations, and coups.
