suspected terrorist and al-Qaeda member, pleaded guilty in federal court in July to six counts of conspiracy, but withdrew his plea after Judge Leonie Brinkema explained to him that he could not enter such a plea and deny playing a role in the Sept. 11 attacks. Officials believe that Moussaoui, the first person to be indicted on charges relating directly to the Sept. 11 attacks, had planned to participate in the hijackings. His attempts were thwarted by an Aug. 2001 arrest in Minnesota on immigration charges.
