First and second round selections at the 37th annual NHL Entry Draft held June 26, 1999, in Boston. The order of the first 12 positions (11 non-playoff teams plus expansion Atlanta) were determined by a draft lottery held May 16 in New York. Only the four teams with the fewest points and Atlanta had the chance to win the first overall pick and no team could move up more than four spots in the draft order. Positions 13 through 28 reflect regular season records in reverse order. The top 28 picks are first round selections and the remaining 22 are from the second round.
