Vieira de Mello was charged with coordinating aid from the UN and nongovernmental organizations, returning refugees to their homes, and overseeing human rights. He was killed in August when a suicide bomber demolished UN headquarters in Baghdad. Prior to assuming the post in Iraq, Vieira de Mello, a Brazilian, had been UN high commissioner for human rights and oversaw East Timor's development into a fledgling democracy.
