Álvarez Álvarez, Luis Héctor, 1919–2016, Mexican political leader and businessman, b. Camargo, Chihuahua state, Mexico. A textile industry executive, he was a member of the conservative National Action party (PAN). Challenging the dominance and electoral tactics of the ruling Institutional Revolutionary party (PRI), he ran for governor of Chichuahua (1956) and president of Mexico (1958), losing both times. He served as mayor of Chihuahua city (1983–86), and went on a 41-day hunger strike (1986) to protest a lack of democracy and alleged vote-rigging by PRI. He subsequently became PAN party leader (1987–93), served in the Mexican senate (1994–2000), and was appointed head (2006) of the commission for indigenous development.
