Little time is wasted here on plot or character development. Instead, we get mile-a-minute pacing, nonstop action and a surprisingly insipid action thriller. Though he delivers his fair share of ironic one-liners and makes an adroit hero, Wayans doesn't seem all that comfortable in the action mode. Gulf War soldier James Dunn (Wayans) is on death row for accidentally shooting and killing a superior officer when maniacal Gen. Adam Woodward (Voight) recruits him to a covert assassination squad. The squad is supposed to kill an evil industrialist, but the First Lady takes the hit, and Dunn takes the blame. A doctor (Hennessy) happens to catch the mishap on videotape, and the two are off with the bad guys on their tails.
