He uncovered many examples of shoddy construction, unfinished projects, the military's failure to track arms that have been shipped to Iraq and rampant corruption. The media reported in November that a last-minute insertion into the military authorization bill signed in late October by President Bush included a provision to shut down the office. Democrats, who will take over Congress in January, have vowed to reinstate Bowen's position.
