Rove's move allowed Cooper to testify before a grand jury about his reporting on the 2003 disclosure of the identity of CIA operative Valerie Plame Wilson. Judith Miller, of the New York Times, refused to testify and was jailed in Washington. The reporters insisted that confidentiality was essential to freedom of the press.
