president of the Philippines, faced a political crisis in the summer of 2005, after admitting to calling an election official during 2004's presidential race. A taped phone conversation between Arroyo and an election official suggested that she had tried to use her power to influence the outcome. In a televised address, Arroyo apologized for the “lapse of judgement.” Several members of her cabinet quit over the scandal. Tens of thousands of protesters called for her resignation. The opposition filed an impeachment motion in July, which was rejected by Congress in September. In her state of the nation address, also in July, Arroyo proposed replacing the country's presidential system of government with a parliamentary one.
