U.S. secretary of defense, was reprimanded by President Bush in May for his handling of the Abu Ghraib prison abuse scandal in Iraq. Although the Pentagon launched an investigation into the misconduct in January 2004, President Bush and Congress did not learn of the extent of the abuse until April, when photos documenting the humiliation and torture of Iraqi prisoners were broadcast on 60 Minutes II and run in the New Yorker. Following the war in Iraq, Rumsfeld was repeatedly criticized by both Democrats and Republicans for a lack of prewar planning and for not deploying an adequate number of troops. He faced further criticism in December when troops asked him why they were sent to war without proper armor. Rumsfeld replied, “As you know, you go to war with the Army you have. They're not the Army you might want or wish to have at a later time.”
