Robert Anacletus Underwood
Congressional delegateUnderwood holds bachelor's and master's degrees in history from California State University, and a Ph.D. in education in policy planning from UCLA. In 1972 he became a teacher at George Washington High School. In 1976 he took a teaching position at the University of Guam, eventually becoming academic vice president at the school. He was first elected a non-voting delegate from Guam in Congress in 1992. He served on the Armed Services and the Resources Committees, and was a founding member of the Congressional Asian Pacific American Caucus. His term ended in 2002.
