McGINLEY Donald Francis , a Representative from Nebraska; born on a ranch in Keith County, near Keystone, Nebr., June 30, 1920; graduated from Ogallala High School, Ogallala, Nebr., 1938; B.A., Notre Dame University, 1942; Georgetown University, Washington, D.C., 1949; United States Army Air Corps,1942-1945, with twenty months in England; reporter and copy reader on the Denver Register, 1945-1946; lawyer, private practice; admitted to the bar and commenced the practice of law in Ogallala, Nebr., in 1950; Arthur County, Nebr., attorney 1951-1955; member of the Nebraska state legislature, 1955-1959; elected as a Democrat to the Eighty-sixth Congress (January 3, 1959-January 3, 1961); unsuccessful candidate for reelection to the Eighty-seventh Congress in 1960; delegate, Nebraska state legislature, 1963-1964; delegate, Democratic National Conventions, 1964 and 1968; judge, court of industrial relations, Lincoln, Nebr., 1976-1980; lieutenant governor of Nebraska, 1983-1987; died on July 6, 2005, in Lincoln, Nebr.
