The Question:
Who is eligible for a Fulbright Award to travel in Japan?
The Answer:
Congress created the Fulbright Program in 1946, immediately after World War II, to improve relations with foreign countries. It is a scholarship program that sends students, artists, and other professionals to nations all over the world (including, but certainly not limited to, Japan) to work on projects they've designed and proposed.
For more information and eligibility requirements, see the Fulbright Scholar Program website.
