Each year, the U.S. State Department issues a report on some 190 countries of the world, analyzing each country's commitment to human rights. In the State Department's 2007 Human Rights Report, China was removed from the list of the top 10 worst human rights violators. It had appeared on the list in 2006 and 2005. These countries are considered the worst offenders.
